I updated both files. I ended up installing an extension to have the box checked by default

could you or someone else having login loops, disable ( if applied) this plugin that apply forced remember me logins, and replace with new patched files

Resolved, remove the external plugin:
at date of this post:
Patch wp_w3all.php and class.wp.w3all-phpbb.php
to resolve loop onlogin without remember me and one more important fix

Please download and replace both patched wp_w3all.php and class.wp.w3all-phpbb.php files:

wp_w3all.php:

and substitute/replace both files into folder:
/wp-content/plugins/wp-w3all-phpbb-integration/

p.s by the way the start of this post was about loop onlogin with fake cookies, and not due to 1.9.9 bug now resolved
