Returning Members being added to wrong phpBB group

We are using Woocommerce memberships. In the settings we have specified the ID of a group in phpBB that new users should be added to.

We have a few cases where a member has let their membership expire, then has later come back and renewed. When this happens, thy seem to get added to the Registered Users group in phpBB and not the correct group.

We are running v2.5.2, with the existing user check commented out, due to a previous problem with renewing members being unable to checkout on the site, as previously reported. I think 2.5.3 or 2.5.4 may have fixed that, but I wanted to report this other problem before we update.

There is no code that update group, but only switch to active or not.
So it is really not clear how you can get this

Note that into 2.5.4 there is a new option that is about front-end plugins registration and email update..
Read hints into and disable it (in your case you want it disabled as last time reported).
