This is the problem look:

working, because it is a page created via WP and not directly with elementor.
THEN, after created like a wp normal page, and with already added the shortcode, your can switch to elementor.
I will check why this happen, it should work by the way!

no the test page is working because i was using "WP_w3all phpBB embedded on WordPress Template" before and there is "page-test.php" in theme folder.

create another page example "test3" u wil se not working

Ok, i understand that you disabled blocks into WP, and the shortcode both if added with elementor or via normal editor without blocks, is not parsed.
Let see why, i will return in reply asap!!

If you can send ftp cred via pm it would be great, so i can test why, into my localhost or here, all is working also with elementor while into your site, the shortcode is not parsed.
If you send me ftp i will test your theme, and all the rest... but i assume it is not the problem...
i also switched for a second the classic editor plugin to off, and adding as blocks ... nothing...not parsed...
something goes wrong.
I assume that someway, the shortcode do not fire because something is missed when processed
